The report of the Commission referred to the need to remove a criminal record for possession of drugs for personal consumption, and to waive administrative penalties for people storing small amounts of illegal drugs.
Experts also suggest to soften the punishment for minor traffickers, drug smugglers and growers of drugs. The Commission explained that for them to be invented some alternatives to traditional punishments.
Many small drug dealers and couriers are forced to do this because of poverty, marginalization or under duress, members of the Commission.
As an example of the alternative approach the authors present the experience of Seattle, Washington, where since 2011, the programme of assistance to detainees with a small number of drugs. They are directed to social services that help them find housing, employment or treatment.
These two steps, the Commission believes, would allow governments to control the market of illegal drugs.
The global Commission on drug policy was founded in 2011. The Commission includes former UN Secretary General Kofi Annan, former Swiss President Ruth Dreifuss and a number of other officials, politicians and experts from different countries.
