The bill the people’s Deputy Igor Grineva is the ninth attempt to kill the Declaration system. About it on air of TV channel “112 Ukraine” said the Chairman of the Board of the Center of counteraction of corruption Vitaly Shabunin.
“This is the ninth attempt to kill the Declaration system. This idea is not Grineva. He’s just the signatory. It is obvious that the author is Petro Poroshenko, who last time I killed this initiative by the hands of mister Denisenko, the Deputy of the fraction. So nothing new there. It should be easy not to vote for this bill,” – said Shabunin.
According to Shabunin, the only body that can put a lie in the Declaration, it’s NABOO.
“The MPs is very scary because for the first time in Ukraine’s history for lying in the Declaration there is a criminal liability. And second, the normal body which is trust. A new law enforcement Agency, which may for this lie to be put in jail is NABOO”, he added.
As you know, 29 Sep MP Ihor Hryniv has registered the bill number 5192proposing to amend a system of e-Declaration regarding publication of the income of the declarants. In particular, the explanatory note says: “it is proposed to establish that certain data, which are specified in the Declaration, namely, information about valuable movable property, the cost and size of the gifts, cash assets, including cash, funds loaned to third parties, the assets in the precious (banking) metals, financial obligations, expenses and all transactions completed during the reporting period, and the like, will treat the restricted information and cannot be published”.
Later, the Chairman of the Verkhovna Rada Committee on tax policy Nina Southerner supported the bill Grineva about restricting access to information about the income of officials
We will remind, on August 31 it became known that the State service of special communication and information protection of Ukraine held the state examination and issued a Certificate of compliance with CSIS (Integrated security system) to ensure the legitimate functioning of the registry of electronic Declaration of 1 September 2016.
The system has faced criticism from some officials and public figures, and therefore errors in the work.
The EU noted that the ultimate success of the system of electronic Declaration will not be assessed at its formal launch, and for its effective and smooth functioning. It provides, inter alia, criminal liability for filing false returns.
