In the state Duma on 25 November, the deputies Andrei Lugovoi and Samail by Saralieva a bill was introduced which proposes to introduce from 1 June 2017 the limitation of a 20% share for foreign ownership in the companies-organizers of audiovisual services with professional content. About it writes “Kommersant”.
The bill proposes to include Internet resources, daily audience that in Russia for a month is more than 100 thousand users, or more than 20 thousand users in the same region of the country, in a special register.
In the legal Committee Mediacommunications Union (ISS), which formulated the amendments, I believe that the bill could force YouTube to to withdraw from Russia, since the service also falls under the concept of “organizer of audiovisual service”.
In ISS I propose to discuss the document, allegedly initiated by “Gazprom-media” and “CTC Media”, with the participation of the system in which it applies.
The adoption of this bill may lead to the fact that YouTube will either have to create additional infrastructure, or to leave “to overseas sites, which will lead to a sharp increase in foreign exchange costs of all providers and quality of services.”
The bill also limits competition and creates benefits for individual market participants. In particular, according to a source publication, the document is written specifically against the American video service Netflix.
The interlocutor of the edition results statistics, according to which YouTube accounts for over 30% of the total consumption of traffic of the Russian users.
