President of Ukraine Petro Poroshenko signed Law of Ukraine No. 1731-VIII “On amendments to some laws of Ukraine regarding the activities of higher educational institutions, scientific institutions, displaced from the temporarily occupied territory and of the settlements on the territory of which public authorities temporarily do not exercise their authority” adopted by the Verkhovna Rada on 3 November 2016. It is noted that the law is aimed at maintaining the proper functioning of the displaced institutions of higher education and scientific institutions, rights and legitimate interests of such institutions, their employees and individuals that they study.

The law gives a definition of internally displaced of the University, establishes standards for the number of trainees for a position of scientific and pedagogical worker, regulates the question of obtaining the property and funding to upgrade the material-technical base, extends the validity of the certificate about accreditation of educational programs, determines the characteristics of the individual contractual obligations of the displaced universities for the period of the Antiterrorist operation, regulates some issues of termination of the employment and housing relationship.
As reported, in Kiev, the students staged a silent protest against poor learning conditions.
