Rada adopted the law on the High Council of justice

The high Council of justice is created by the reorganization of the High Council of justice.

The Verkhovna Rada adopted the law №5180 “On the High Council of justice”, which was prepared in the framework of judicial reform. This decision was supported by 271 MP when the required minimum of 226 votes.

Earlier, Parliament adopted amendments to the Constitution in terms of judicial reform. Judicial reform involves the creation of the High Council of justice (SCJ) and the transfer of his authority to Parliament to appoint judges indefinitely.

The law States that the High Council of justice is an independent constitutional body of judicial self-government, which operates in Ukraine to ensure the independence of the judiciary.

According to the document, the main objective of this body of judicial management is to ensure the independence of the judiciary and the functioning of on the basis of responsibility, accountability before the society.

In addition, the High Council of justice will deal with the formation of highly professional corps of judges, compliance with the Constitution and laws of Ukraine, as well as professional ethics in the activities of judges and prosecutors.

“The high Council of justice makes a proposal on the appointment of judges to office; decides on dismissal of a judge from office; gives consent to the arrest of a judge, the judge in the custody or arrest”, – stated in the text of the law.

According to the document, the High Council of justice is composed of 21 members, ten of which are elected by the Congress of judges of Ukraine, two appointed by the President of Ukraine, two elected by the Parliament, the Congress of advocates of Ukraine, all-Ukrainian conference of prosecutors, two picks, the Congress of representatives of higher legal educational establishments and scientific institutions. Members of the High Council of justice are elected (appointed) for a period of four years. Chairman of the Board is elected from its members by secret ballot for two years.

Rada adopted the law on simplification of the tax system

We will remind, Poroshenko on September 26 introduced to the Verkhovna Rada a draft law on the High Council of justice. On 3 November the Parliament adopted the draft law in principle.
