Klimenko is sure that any decentralization in the country did not happen.

Due to the devaluation of the hryvnia and inflation the last two years, real revenues of local budgets decreased by 57.5 per cent. This was stated by former Minister of revenues and duties and the leader of the party uspishna Kraina Alexander Klimenko. According to him, the share of local budgets in the General budget of the country is continuously decreasing: 2013 – 23,4%, 2014 – 22,2 % and 2015 is 18.5%.

On the background of sharp reduction of incomes of local budgets on local authorities in 2015 has shifted the costs of educational and medical institutions, as well as for infrastructure repairs, emphasizes Klimenko.

“The government is not saying that the mayors of the cities after the “reform” decentralisation has received a lot of new responsibilities, but have no money even to perform old,” he said.

Klymenko stressed that the most deplorable condition was the small town. Thus, according to the Association of small towns of Ukraine, the General Fund of the city budget declined by 71%. The development budget has decreased from 76% of the cities and 18% in small cities of this budget is non-existent.

Klimenko is sure that any decentralization in the country did not happen. According to the leader of Uspcn of the country, the majority of taxes collected must remain on the ground. Only then local authorities, entrepreneurs have an incentive to do business.
