The Ministry of health of Ukraine advocates the abolition of state funding of nursing service of the red cross Society of Ukraine. About it reports a press-service of the Ministry of health.
“The Ministry of health of Ukraine advocates the abolition of state funding of nursing service of the red cross Society of Ukraine (okku) starting in 2017. The Ministry of health sees no point in duplication okku functions of the Ministry in the provision of social services to lonely disabled citizens, elderly, orphans, the disabled, the homeless, the infirm and other vulnerable segments of the population who need care and support”, – stated in the message.
The Ministry said about the numerous violations and non-transparent reporting okku over the past few years that casts doubt on the feasibility of financing from the state budget.
It is reported that over the past 2.5 years to provide activities okku from the state budget was allocated to 226,5 million UAH, which were directed on payment of wages 3.1 thousand employees of the nursing service and tracing service.
At the same time, the Ministry of health indicate that globally, National Societies of the red cross are funded by charitable donations donor organizations, concerned citizens, membership dues, and not from the state budget.
The result of the State audit office audit were suggested to reduce the part of budget allocations of the programme in the amount of the unused balance on the contents of nursing service, to stop, including the next budget period (2017), the content of nursing service.
“The audit of efficiency of use of funds allocated to the Ministry of health to support okku, the accounting chamber established that: okku duplicates the functions of the territorial centers of social service. Okku does not provide reliable data about the nursing service, on the number of persons receiving health and social services, and the volume of these services is overstated at times”, – stated in the message.
In addition, it is reported that in 2015, there have been instances of service to the same citizens of different medical nursing sisters during the year and in the same period.
It is noted that today the leadership of the Ministry of health of Ukraine met with representatives of the red cross Society to inform about the termination of funding services for the state budget. In Musgrave say that the funds that were previously allocated to okku, it is possible to reallocate to other programs that are underfunded.
