The UN and the Donbass. Blue helmets to the rescue?

ООН и Донбасс. Голубые каски спешат на помощь?

The parties to the conflict in the Donbass to discuss the probability of sending to the region peacekeeping mission.

The first idea of sending in the Donbass peacekeeping mission under the auspices of the United Nations stated Petro Poroshenko.

Ukrainian President intends to initiate discussion of this issue at the session of the UN General Assembly to be held in new York.

Today, his vision of the peacekeeping mission in the Donbas has described Russian President Vladimir Putin.

Correspondent.net has gathered the views of the parties on the possibility of sending “blue helmets” in the Donbass.

Putin has a plan

The President of Russia Vladimir Putin believes that the UN peacekeepers in the Donbas would benefit the resolution of the conflict in the East of Ukraine, but it must be confirmed by the separatists from LPR and DPR.

“The presence of peacekeepers, even you can’t tell the peacekeepers, and those people who provide security of the OSCE mission, I believe it is appropriate and don’t see anything wrong. On the contrary, I believe that it would benefit the problem in the South-East of Ukraine”, – said the Russian leader.

According to Putin, it could be “only about the function of ensuring the safety of OSCE staff”.

“Second, these forces must be in this regard, the demarcation line and any other areas”, – said the Russian leader.

“Third – the solution of this issue should take place not only after the breeding of the parties and the withdrawal of heavy equipment, and it can’t be solved without direct contact with representatives of the breakaway republics of DND and LNR”, – he said.

“If all you do is just go to the positive solution of the problem in the South-East of Ukraine. And here, the Minister here, we assume that the order of the Ministry of foreign Affairs to introduce a resolution in the security Council (UN – amended)”, – said the President of Russia.

The separatists responded

The so-called head of the DND Alexander Zakharchenko expressed willingness to consider the introduction of UN peacekeepers to the Donbass. According to Zakharchenko, he is interested in resolving the conflict with Kiev.

“The people of Donbass as no one else is interested in how to begin the process of resolving our conflict in Kiev to stop killing people. And for this purpose we are ready not only to consider any initiative, but to make my own. The proposal of the President of Russia in the UN security Council to consider the introduction of UN peacekeepers in the Donbas should be discussed,” – said Zakharchenko.

Thus, according to Zakharchenko, speaking of peacekeepers in the Donbass “is possible only after the Ukrainian side part of the Minsk agreements, which relates to security.” In particular, the observance of the cease-fire and withdrawal of heavy weapons.

What they say in Ukraine

Russian President Vladimir Putin replaces the concept in the issue of sending UN peacekeepers to Donbas, his proposal is unacceptable for Ukraine, said first Deputy head of the Verkhovna Rada Iryna Gerashchenko.

“The line of contact is not the Ukrainian border, so there can be no question of peacekeepers exclusively along the line of contact,” she said.

Kiev insists that the peacekeepers should be introduced on the Ukrainian-Russian border, including what Putin prefers not to remember.

“The peacekeepers should be introduced to the entire occupied Russian territory to monitor the situation with security and demilitarization, their mandate should end at the Ukrainian-Russian border. And it Izvarino and other crossing Ukrainian state border, and not the Village Lugansk or Marinka, as I really want the Kremlin leader,” – said Gerashchenko.

The representative of Ukraine in the political subgroup of the trilateral contact group Olga aivazovska believes Russian President Vladimir Putin is trying to devalue the idea of sending peacekeepers to Eastern Ukraine, take the initiative of Kiev.

“Not even between the lines, and right of the occupier said about the guards for observers of the OSCE SMM with a functionality that does not affect the needs and interests of the civilian population, their location on the frontline etc.” – said Aivazovsky.

She suggested that later “turns out that peacekeepers should be in the vast majority of Russians, which, in the opinion of the Russian Federation, would be a logical step.”

According to Aivazovska, in Moldova, the Russians can’t get rid of even after the decision of the constitutional court of the country because of inconsistency with the basic law of the presence of “peacekeepers.” “11% of their territory occupied, and this “balance” is actively supported for more than 20 years the Russians”.

It is not so simple

Putin announced a condition that negates any Ukrainian initiative on sending a peacekeeping mission to Eastern Ukraine, says Ukrainian diplomat Vitaly Martynyuk. According to him, the UN peacekeepers can act only by agreement of the parties to the conflict, and the Kremlin will insist on the fact that LDNR is a party to the conflict, which Ukraine does not recognize.

If you recognize се6паратистов party to the conflict – then in Ukraine there is a civil war, which is constantly said by Russian propaganda. Kiev considers a party to the conflict and Russia is preparing to recognize its occupier country, the law on reverse integration of Donbass.

“Since the decision about the direction UN peacekeeping mission approved by the UN Security Council, Russia is a permanent member, is able to block this decision, if a party to the conflict will not be priznanie. If Moscow manages to push its version, in which Russia is not a party to the conflict, it will get a legitimate opportunity to send its peacekeepers to the UN peacekeeping mission. Here just remember the role of the “Russian peacekeepers” in conflict resolution in Georgia and Moldova, but because the appearance of Russian peacekeepers in the East of Ukraine is one of the hybrid threats of the territorial integrity and sovereignty of our state,” says Martyniuk.

Experts believe the chances of Ukraine to win approval of his initiative directions of the UN peacekeeping mission in the Donbas is extremely low.
