The authors of the Report put Ukraine in the second group are marked as “requires attention”, along with Afghanistan, Bulgaria, Congo, Cuba, Pakistan, Serbia, Thailand and Tunisia.
This group was described as “Countries whose governments do not fully comply with the standards of the Law on the protection of trafficking victims, while making efforts to approach the performance standards.”
While there is refinement – the number of victims of trafficking is significant or significantly increasing; there is a failure to provide evidence of increased efforts to combat trafficking; findings that the country is making due efforts to remedy the situation are made on the basis that the country promised to take additional steps next year.
