Poroshenko told about the bill on the reintegration of Donbass

The draft law on the Donbass does not regulate the imposition of martial law, but will allow to use the army without a Declaration of war.

The new law on reintegration of Donbass, among other things, will allow to use the army without a Declaration of war and the ATO, said the Chairman of the faction Block Petro Poroshenko Arthur Gerasimov at the briefing.

On 14 June, President Petro Poroshenko said that at his direction a plan was developed reintegration of Donbass. According to media reports, the bill introduces is ATO the military situation in the border areas of the region and offers its residents a number of benefits.

According to him, consultations on the draft of the reintegration of Donbass are at an advanced stage. There are two main components.

“The first relates to the ATO. Thanks to the anti-terrorist operation we stopped the enemy. But now that we won, restored the army and defense industry in the context of a hybrid war, we will move to a new level of response,” he said.

The second component relates to the reintegration of Donbass.

“You can’t build a wall to separate these areas,” – said Gerasimov.

To the question whether the introduction of martial law, he noted that the new law will not regulate this question, because it is already regulated by the present law.

“As for the APU, it is true that today, legally, we can use the APU during a Declaration of war or ATO”.

However, he explained that we are talking about the separate legal status of certain territories, and also noted that the new law will allow the use of the army and without war.

The MP also stressed that the bill does not violate the Minsk agreement, but on the contrary, they “remain the key and the base point, which will be provided, including the law”.

Note that DNR rejected a plan for reintegration of Donbass, saying that it is not correlated with the measures envisaged by the Minsk agreements.
