In the Donbass separatists held a “vote” for the heads and deputies of “Republic”. Ukraine and the West say about the violation of the Minsk agreements.

In the self-proclaimed “LDNR” on Sunday, November 11, were elections of the heads of the “republics” and “the members of the national Assembly.”

Even before the registration of candidates was no doubt that victory will win the acting head of “DNR” and “LNR” Denis Pushilin and Leonid beekeeper.

Ukraine and the West do not recognize the “elections” as they contradict the Minsk agreements, which provide for the holding of elections in Donbas in accordance with Ukrainian laws.

However, Russia insists that the elections in “LDNR” do not run counter to the Minsk-2, and are “a necessary step”. Корреспондент.net tells details.

The opposition was not allowed

In Donetsk and Lugansk competitors of the current acting leaders are little-known candidates. The opposition, which could make a real competition, “LC” candidates are not nominated, and “DNR” was not admitted to the election.

Those who could create Pushilin any competition, under various pretexts, the “election” was not allowed. In early October, “the CEC DNR” refused to register one of the adherents of the “new Russia” Pavel Gubarev, the commander of the East by Alexander Khodakovsky, who was considered one of the most dangerous competitors will not be allowed in the “Republic” of the Russian Federation.

Blew up and shot. As leaving the person “LDNR”

Pushilin, who is the head of the delegation of the “Republic” in the negotiations in Minsk, headed “DNR” after the murder of Alexander Zakharchenko. He is a native of Makeyevka.

He went to the polls with the development of the power of the Donbass and promised “to continue the policy of Alexander Zakharchenko”, to reform the financial, budgetary and tax administration, to create conditions for developing entrepreneurship and attracting investments.

The main contender for elections in “LNR” there was a beekeeper. The main thesis of his program was “the building of a strong and independent Republic”, “preservation of the nation and its security into a single political, cultural, economic and civilizational space with the Russian Federation”.

Its competitors also little known: the head of the “Republican Committee of trade Union of education and science” Oleg Koval, Chairman of the “Perevalsk regional branch of the public movement of the Luhansk economic Union” Lyudmila Rusnak and the head of “Republican Union of workers of railway transport” Natalia Sergun.

The delegation arrived from South Ossetia.

Kozenko, who is also the coordinator of the integration Committee of Russia-Donbass”, explained the high turnout “support of the policy of rapprochement with Russia”.

“Voting” is in accordance with international law and is not contrary to the Minsk agreements, and therefore the results should be taken into account and rightly deserve recognition, not only Russia, but also European countries”, – he stressed.

In addition, in Donetsk announced the arrival of “representatives” of Belgium, France, Italy, Greece, Austria and Germany, from which the “watcher” became a member of the party Alternative for Germany Gunnar Lindeman.

Just – “more than 90 observers from dozens of countries,” write the Pro-government Russian media.

According to the British newspaper the Independent, the delegation includes “the representative of Yemen”, which is actually a student of one Russian medical University; “Chilean”, which fought on the side of the separatists; citizen of Finland, the past two years was led by one of the separatist news agencies.

“Elections” as food fair

To attract people next to the “polling stations” opened the fair with cheap products, lottery and other.

According to Kommersant, the products were sold at 70 per cent cheaper, win-win lottery allowed us to obtain theatre tickets and cards for account replenishment of mobile communication. For children organized creative workshops and flash mobs.

The students told the newspaper that a voice at the elections they promised to supply some a free pass. Students for participation in the events next to the “sections” of the promised five.

According to the correspondent, in Donetsk all was told that to vote for Pushilin. Most is explained by the fact that just do not know other candidates.

The newspaper also quoted local residents, for whom the President was “conscious choice”.

“Was Zakharchenko, will now be the President. If he bet Russia, so we can finally admit, – Kommersant quotes a couple of about 50 years.

The only possible complaint was the boycott of the vote, the newspaper said.

“I will not come on elections because I don’t want to do a picture for television, that in Donetsk everything right for Putilina,” said the retired Marina.

Writes Лига.net state employees to the “elections” were rounded up, and retirees given pension on the eve of the vote.

About it also writes Radio Liberty. As the newspaper notes, the majority of voters – pensioners and people older than 35 years.

Some public sector workers have called a specific time when they must “vote”. The woman who works at the University, said that it has to come from 8 to 9 am.

“I came all povydergivali thrown in box and left,” she said.

According to eyewitnesses, the militants on the move in the Village of Lugansk ask people why they are not on the site and threatened: “If I’m not back today (on the uncontrolled territory – ed.) and do not vote, you “Khan”.

The Gorlovka journalist Nikita Sinitsyn on his blog at siste 112 Ukraine said that “LDNR” grossly overestimated the attendance, talking about the huge queues at “polling stations”.

“On the territory of “DNR” created 408 of the polling stations and voted 1.6 million people, that is, on election day each on average served 3921 person or 326 people per hour – of 11.04 seconds for each”, – he estimated.

Ukraine says conflict Minsk-2

Kyiv opposed this “election”: the Minister of foreign Affairs of Ukraine Pavlo Klimkin called them a “freak show”, while President Petro Poroshenko expressed confidence that Western countries will impose new sanctions against Moscow.

“These “elections” of the Russian Federation in the traditional manner making only to first eliminate their previous puppets, which were directly involved in killings, torture, violation of the law… Now Russia is doing this step only to “choose” is already assigned the following puppets” – said the Ukrainian leader.

On the day of the “elections” Poroshenko discussed the introduction of UN peacekeepers in the Donbass, together with the President of France Emmanuel Macron and German Chancellor Angela Merkel.

“In my opinion, only peacekeepers are able to provide the security component of the Minsk agreements”, – said the President of Ukraine.

The meeting was held in the framework of the celebrations in honor of the centenary of the First world war. Russian President Vladimir Putin at the meeting did not participate, but was at the same event.

The representative of Ukraine in Minsk the contact group demanded its “immediate convocation of the extraordinary” to “to hold a special consultation with the requirement of the Russian Federation to refrain from destructive scenarios of destabilizing the situation in Donbass”.

On the eve of Yevhen Marchuk, Ukraine’s representative at the talks, said that during informal communication on the sidelines of the Russian negotiators have made allusion to the “exchange of the Crimea to Donbass” – in exchange for settlement in the Donbass Ukraine it is proposed to abandon the Crimea.

The Russian “election” recognizes

In Moscow the holding of “elections” believe “is necessary in the current conditions measure.”

Press Secretary of the President of Russia Dmitry Peskov said that the Russian authorities are “extremely important” who will govern the “Republic.” As assured Sands, the influence of Moscow on the heads “LDNR” – is not unlimited.

“We reiterate: Moscow certainly has an impact on the management of these “republics”, but it is not boundless,” he stressed.

As explained by the Ambassador of Russia in the contact group, Boris Gryzlov, the package of measures signed in Minsk, regulates only municipal elections in the Donbass.

“Therefore, formally the Minsk process [“elections”] does not contradict”, – he said.

First Deputy Chairman of Committee of the Russian Federation Council international Affairs Vladimir Jabbarov said that “Russia should recognize the election results.” He stressed that after the elections Kiev should sit down at the negotiating table with the “republics”.

“If Kiev will try now to use force to solve the problem of Donbas, the consequences will be severe. At least – “Republic” declare secession from Ukraine”, – quotes the Senator RIA Novosti.

Note that the Russian presidential aide Vladislav Surkov, who is known as the curator of Ukraine, congratulated Pushilin and Beekeeper.

The world calls their show and ponders sanctions

All Western countries and organizations such as the OSCE and NATO, criticized the voting, calling it a threat to the peace process.

“The so-called “election”… incompatible with the spirit and letter of the Minsk agreements containing provisions on the organization of local elections in the region”, – said at a briefing the official representative of the foreign service of the EU Maya Kocijancic.

OSCE Chairman, foreign Minister of Italy, Enzo Moavero Milanesi expressed “huge concern” about the “elections”. The decision to conduct them, according to the diplomat, contrary to the “letter and spirit” of the Minsk agreements.

The UN security Council in Ukraine: “the Elections LDNR” and the sea of Azov

The permanent Rapporteur of the European Parliament on Ukraine, Michael Haler agree that “elections” in “LNR” and “DNR” are a violation of the Minsk agreements. He adds that in this case, on the election in General can not speak.

“What is happening there, is a show. It does not deserve to be called elections. Because there is no choice. Those who put forward their candidacy, it’s all Pro-Moscow, Pro-Russian candidate. It is a farce,” said the German politician DW.

As the newspaper notes, even at a fraction of the “left” in the European Parliament, which traditionally takes more friendly to the Russian position, don’t you think “elections” are useful.

“These’ elections ‘ do not actually contribute to finding a compromise between the two parties, because in this way the spiral will only spin,” said Helmut Scholz, an expert of the faction “left” on issues related to Russia and Ukraine.

The reason, he said, is that “election” was not coordinated with the government of Ukraine.

Special envoy of the state Department on Ukraine Kurt Volker told Kommersant: “the Best I could do in Russia is to perform the Minsk agreement”.

“It could be a genuine ceasefire, the withdrawal of all Russians from the line of conflict, withdrawal of foreign troops from the territory of Ukraine. This could facilitate an agreement with the UN on the peacekeeping mission,” he said.

All of these actions, according to Volcker, not only “would increase the level of security” in the Donbass, but also facilitate implementation of the political provisions of the Minsk agreements.

What consequences experts say

USA 8 November expanded sanctions list due to situation in Ukraine. Walker did not rule out further sanctions because of “elections” in “LDNR”.

European politicians also say that the winners of the “elections” will probably fall into the sanctions list of the EU. Note that Pushilin is already in it.

Member of the European Parliament Petras Austrevicius noted that the holding of these “elections” will be a “big blow” to the Minsk process.

“I see a lot of attempts by Russia to stop the implementation of the Minsk agreements,” he adds.

From the point of view of the galley, talking about the end of the Minsk process, there is no reason, because these “elections” “no matter.”

“Yes, it is a clear violation of the Minsk agreements. But it (the end of the Minsk process – ed.) we give nothing, we have nothing else but the “Minsk”. There is no movement, but if you expect to throw away what you have, while there is no replacement, it is necessary to preserve what we have,” – said the MEP.

On 9 November the Prosecutor’s office of Donetsk region brought criminal case on h. 3 of article 110 of the criminal code of Ukraine (encroachment on the territorial integrity and inviolability of the country) against the organizers of the “electoral process”. According to the Ukrainian legislation, they face life imprisonment.

Pushilin and the beekeeper are similar in that both were not seen in the fighting against the Ukrainian side. Expert on Ukrainian mass-media communications Taras Semeniuk believes that their victory was obvious, because “they are both “more liberal” than Plotnitsky and Zakharchenko”.

“Their appearance may mean the preparation of Russia to conduct more pragmatic negotiations with Kiev. In the Kremlin expect to win or, at least, the reconfiguration of forces in the Ukrainian Parliament in favor of Pro-Russian forces, which could start a dialogue with the leaders of the “DNR” and “LNR”, which Russia wants the last four years,” he said.

Because the settlement of the Ukrainian conflict to a greater extent depends on the elections in Ukraine, according to the expert of the Russian Council on international Affairs Alexander Gushchin.

“Elections” will not affect settlement of the conflict in the East of Ukraine, I am sure Ukrainian political analyst Vadim Karasev. The predictability of these elections shows that Russia is interested in maintaining the status quo, the expert adds.

Experts on the pages of Belgian newspaper EUObserver write that fake “elections” in the Donbass “annul the letter and spirit of the Minsk agreements”.

“There is a statement that a final admission of failure of the Minsk agreements will force the EU to lift the sanctions, because they are tied to each other. But this is absurd. Because so Russia could very easily get rid of the pressure of Europe and the United States, leaving the agreement unilaterally,” write the experts.

They call on the EU to tie all sanctions to the full restoration of sovereignty and territorial integrity of Ukraine, and “stop all forms of a multidimensional war waged by Russia”.

According to Independent, receiving new modes headed Pushilin and Beekeeper, the Kremlin is likely to be able to count on much more close and strong cooperation.

“Both of these candidates – obedient technocrats in contrast to the militant and unpredictable military, on change which they come. It is believed that Pushilin has close ties with Vladislav Surkov, a key aide to Putin, which many believe is the architect of the Kremlin’s strategy in Ukraine”, – wrote the newspaper.

Close to Kremlin Director of the Center for political conjuncture Alexei Chesnakov, that “election” does not violate the Minsk agreement, because they, as he says, spelled out the modalities of solely local elections.

“The elections give confidence that the Minsk process of peaceful settlement of the conflict will continue, and the Minsk agreement and will continue to run the “Republic” – he has told TASS.

He stressed that the Russian authorities “to consider the results of the elections as an important signal to the Ukrainian authorities”.

“Kiev needs to stop wasting precious time and start a direct dialogue with the Donbass”, – he concluded.
