A solution to the issue of non-payment of municipal enterprises and state-owned mines for electricity requires a strategic approach with the participation of the Cabinet of Ministers of Ukraine, the National Commission the national Commission and local councils. This was stated by General Director, Directorate of energy markets development of the Ministry Olga Bukovec, UNIAN reports.

“The Cabinet decision of March 27, 2019 was made with the caveat that the debtors must conclude an agreement on debt restructuring which has already occurred. And to resolve the issue of debts is possible only under the decision in General and strategic issue of non-payment. This is, unfortunately, still hung money on the decision on allocation from reserve Fund of UAH 450 million for the state mines, which would have closed the issue for mines in the next three months and would allow them to choose their electricity supplier. This is not a solution for utility companies and water utilities, some of which can’t pay in full for electricity. It is necessary to take this approach, they (water utilities and utility companies) are licensees of the national Commission, which is to look at the tariff structure and rate – why not paid for the article “electricity” and take appropriate action… the question of problem payments of enterprises is the competence of the Cabinet of Ministers and, accordingly, the work of local authorities on the ground, ” she said.

Recall that in the last decade of March, the Association of water utilities warned about an impending humanitarian catastrophe because of debts 30 vodopodayuschih enterprises to “supplier of last resort” Ukrinterenergo. Thus, from April 1, the water utilities were under the threat of disconnection from electricity, and five million consumers under the threat of disconnection from the water.

In late March, the Cabinet postponed a threat, extending the contracts of the state enterprise Ukrinterenergo with the utilities until you find another supplier of electricity or does not go into the protected status of the consumer.

“This decision will allow to work the utilities that don’t have another supplier. Additionally, the government allowed utilities to conclude with Ukrinterenergo agreements on debt restructuring for electricity,” – said Vice Prime Minister – Minister of regional development, construction, housing and utilities Gennady Zubko.

In addition, the Cabinet said that the government together with deputies have prepared a draft law No. 9406 relatively uninterrupted supply of electricity to the entities providing utility services. Now the document is on consideration in Parliament, and its adoption which will allow the water utilities do not pay upfront fees.

According NKREKU, the debt for electricity consumers Ukrinterenergo since the beginning of the year amounted to 1.8 billion UAH. Most owed to coal mining state-owned enterprises (UAH 583 million), KP Water of Donbass (RS 180 million), the aulsky conduit (about 100 million UAH).
