In Ukraine plan to introduce a new method of scaling the results of the EIT, as the old is incompatible with the methods of implementing the threshold score of “passed/not passed”. About it ZN.UA said the Director of the Ukrainian center for educational quality assessment Vadim Carangi.

According to him, two weeks ago the Ministry of justice registered the order of Ministry, which defines the principles of such scaling. “Our task will be to implement this method in practice,” said Karangi. In addition, in his opinion, to compare tests from different years, it is necessary to analyze the totality of students of the two neighboring years (learning environment, the level of training).

“We will do this in the summer, at the end of testing. In principle, the data should not significantly differ. But the more time period, the greater will be the difference. So I don’t see anything wrong in the fact that the certificates were valid for two years. But you can do more — you’ve got to think,” said Karangi.

Also, according to him, it is necessary to use methods of creating equivalent tests, including with the use of so-called “anchor” (recurring) tasks.

“Next year we will create tests that are equivalent tests this year. However, a problem may arise with testing in a foreign language, as in 2017 we plan to improve it, to introduce another component — listening. Therefore, the certificate this year in a foreign language will not be equivalent to the certificate of the next,” said Director of the Ukrainian center for educational quality assessment.

Recall, the Verkhovna Rada of Ukraine (VRU) has allocated an additional 30 million UAH on carrying out external independent testing (EIT) in 2016.

According to the Ukrainian center for educational quality assessment, this year to participate in UPE has registered more than 267 thousand people.
