The President of Ukraine has strengthened the protection of the rights of children without parental care and orphans

The President of Ukraine Petro Poroshenko has signed a decree On priority measures to protect the rights of children-orphans, children deprived of parental care and individuals from among them. On Saturday, January 13, the press service of the head of state.

Stated that the President issued the relevant document to ensure the rights and lawful interests of children-orphans, children deprived of parental care, strengthening the protection of personal and property rights.

“The President has identified the need for the introduction of monetary compensation to orphans, children deprived of parental care, persons from among them for belonging to them to obtain a dwelling and subventions from the state budget to local budgets for the payment of such compensation”, – stated in the message.

In addition, with the aim of providing housing for this category of children the government is mandated to include annually in the state budget of Ukraine the expenditures for construction of small group homes, supported living homes, shelter for orphanages, family-type social housing.

Also, the Cabinet should resolve the issue regarding the development of model projects and requirements for construction of small group homes, supported living homes, orphanages of family type, including taking into account the needs of persons with disabilities.

The government is also requested to decide in accordance with established procedure the question on increase in the size of the state social help on children-orphans and children deprived of parental care who are brought up in families of citizens.

“Regional and Kyiv city state administrations, in particular, is mandated to take measures on timely revealing of children-orphans, children deprived of parental care, providing them an appropriate status, the device of family forms of upbringing, the creation of this end, foster families and the spread of the practice of mentoring”, – stated in the decree.

We will remind, as of September 2017 in Ukraine 71 thousand children had the status of orphans.
