The introduction of new taxes and excises will increase the budget nearly 6 billion, expect the Ministry of Finance.

The Verkhovna Rada intends to raise the excise tax on tobacco products and other excise taxes, as well as to reduce the threshold of tax-free transfers for individuals. the bill No. 9260 amended the Tax code MPs 233 votes supported the first reading at the meeting on Thursday, November 8th.

The bill is expected to increase from 1 July 2019 excise tax rates on tobacco products by 9%, to increase the rate of ecological tax for emissions of carbon dioxide stationary sources from 0.41 per ton UAH to 10 UAH/ton and to provide a phased rate increase to 30 UAH per ton in 2023.

The bill also provides for the recovery of value added tax from imported goods to Ukraine, the cost of which exceeds the equivalent of 100 euros. This bill Parliament is trying to take last winter.

The document proposes to recognize the tax agents of postal operators and Express carriers. While specified provision proposed to apply a transitional period: from 1 January to 30 June 2019 for goods of a total value equivalent to more than 150 euros, after this deadline – 100€.

The Ministry of Finance also proposes to increase the rent rate for subsoil use for oil and condensate by 2% and for iron ore at 0.8 percentage points, and for special use of forest resources by 50%.

In addition, the bill to strengthen controls over the circulation of fuel and alcohol.

According to the Ministry, the draft law will allow to increase revenues to the consolidated budget (in 2019) in the amount of 6.3 billion UAH including the state budget 5.9 billion UAH.

Earlier today the Rada adopted the law on the customs clearance of the imported goods in Ukraine of vehicles with foreign registration.
