Ukrzaliznytsia has taken responsibility for procurement in Russia

The legislation does not allow to refuse international bids on the basis of the country of origin.

The management of the Railways cannot be held responsible for purchases in Russia, as this issue is beyond the competence of the company. This was stated during a press conference on Thursday, 2 August, said the Director for economy and Finance of Ukrzaliznytsya PJSC Andrey Ryazantsev, UKRINFORM reported.

He noted that this issue is regulated by law.

“Let us speak frankly – it’s not a question of Railways. Because the company has no current legal rights party, which appealed for international bidding to refuse on the basis of origin of one or another country,” said Ryazantsev.

He also stressed that the issue of import substitution of goods of Russian origin should be addressed at the national level, in particular through legislative changes.

“During all this time, and soon it will be thirty years (of independence of Ukraine – ed.), almost nothing was done to stimulate import substitution. Uz can’t work for the whole country in General. We are not a regulatory body, we do not set the rules of functioning of the market or procurement. We operate in the legal field, in which it is,” said Ryazantsev.

Treasurer of the company also drew attention to the growth of imports from Russia in General over the past year and 6 months this year.

We will remind, several days earlier, Ukrzaliznytsia caught in a scandal because of the procurement of the badges “Honorary railwayman” at Russian Railways.

In this regard, Turchynov proposed to introduce criminal responsibility for state procurement in Russia.

A day later it became known that the branch Railways signed a contract for the purchase of the electromagnetic relay of the Russian company in the amount of 10,443 million.
