Lavrov believes that the elections in occupied Donbas should begin even before the security guarantees

The Minister of foreign Affairs of Russia Sergey Lavrov has categorically rejected the conditions of Ukraine about the fact that security in the Donbass must precede the holding of local elections in the ATO zone. He stated this during an online conference broadcast a radio station, reports “Ukrainian truth”.

“Now suddenly the topic of security has become a major for Poroshenko, not only a ceasefire but also providing some security forces on the whole territory of Donbass. I want to say that the Donbass will never go,” he said.

According to Lavrov, Russia insists on a different approach. Moscow had opposed the establishment of the mission, which should guarantee the security, but admits the current strengthening of the OSCE mission: “the extension (of authority), increasing the number of observers”.

Lavrov also demanded that political processes – elections and the granting of special status to the Donbass, began before there were assurances of safety for people in the area ATO.

“The Ukrainians say that the political reform will start only when the safety is 100% ensured over several weeks or months. But it is impossible, it does not happen”, – he stressed.

“On the political aspects of all on the side of Kiev. It concerns the status of Donbass, which is agreed upon in the Minsk agreements and should be enshrined in the Constitution. This applies to Amnesty… And now we are told that they will take on the basis of the act of 1996. This is an extreme step that should be enshrined in the Constitution – elections. In the Minsk agreements, says clearly that all these steps must be coordinated with the Donbass, but we do not see,” – said Lavrov.

Earlier, the CEC said that in the coming years to hold elections in the occupied districts of Donetsk and Lugansk oblasts will fail not only because of the war, but the absence of the voter register.
