How politicians decide who is the biggest patriot.

Today the Verkhovna Rada had to vote for two bills that relate to the reintegration of Donbass, but was unable to do so.

The bills were developed in the summer, but to accept them, the power of reason was going in a short time.

Just yesterday, the project was submitted to the Parliament President, and today under the shortened procedure for them was going to vote in the hall. However, because of blocking the rostrum and Presidium of the Parliament, this did not happen.

Correspondent.netanalyzed the content of the laws.

The main problem – Minsk

Parliament had to consider bills on the reintegration of Donbass and extend the law on special order of local self-government in separate regions of Donetsk and Lugansk regions.

The draft law on reintegration was the norm that the implementation of the security provisions of the Minsk Protocol of 5 September 2014, the Minsk Memorandum of 19 September 2014 and of the package of measures of 12 February 2015 is a priority in the implementation of public authorities of Ukraine, their officials, political and diplomatic measures to restore the territorial integrity of Ukraine within internationally recognized borders of Ukraine.

This provision caused the most controversy. Opponents of the law argue that in this way Ukraine recognizes the fighters who signed the Minsk Protocol and will make the agreement not yet performed, a part of Ukrainian legislation. All this was accompanied by a pretentious speeches, that the adoption of the law in this form is the second of the Kharkiv agreement and the Budapest Memorandum. That is a blow to the country’s sovereignty.

Fraction of the popular Front advocated the removal of rules on Minsk from the draft law. But by the time this sentence was read by the Chairman of the faction of the NF Maxim Bourbaki, opposition-minded MPs from the faction of Samopomich and independent already broke into the Presidium of the Parliament, and stopped the meeting.

After the meeting, the Chairman of the Verkhovna Rada Andrei Parubiy announced the session of Parliament closed.

“We will continue the consideration of this bill. But today, I declare the meeting closed. I am sure that the law on the recognition of Russia as an aggressor, we will accept” – he said.

Paruby emphasized that for compromise, the faction leaders agreed to withdrawal from the bill of all the items that relate to the Minsk agreements. He insists that it was an agreed position. So the speaker is unclear why certain deputies block the podium.

Also under the building of Parliament pulled together nationalist forces that have declared their readiness to storm the Parliament in case of adoption of the laws in original form.

Russia – the official aggressor

Also, the bill is first noted that the aggressor in the Donbass is the Russian Federation, which is in violation of international agreements initiated, organized and supported terrorist activities in Ukraine.

The document says that Russia carries out armed aggression against Ukraine and the temporary occupation of parts of its territory, using its regular connection and the units of the armed forces and other military formations subordinated to them and sent the Russian advisers and instructors. In addition, Russia uses Soslan created, managed, controlled and maintained, including financial, armed gangs and groups, irregular forces and mercenaries.

The bill provides that the temporary occupation by the Russian Federation territories in the Donetsk and Lugansk regions is illegitimate and does not create for the Russian Federation no territorial rights.

Supporters of the bill, referring to this provision, saying that the opposition disrupted the adoption of anti-Russian law.

Secretary of the national security Council Oleksandr Turchynov called deputies, who blocked the Presidium of the Parliament on Thursday, the Russian agents.

“Unfortunately, the Russian secret service, who works in Parliament, blocking of the Presidium of the Supreme Council disrupted the meeting, and the Verkhovna Rada failed to adopt a law, which defines Russia as a country aggressor” – he was indignant.

In his opinion, the deputies, who blocked the Presidium, “no excuses.”

“You can speculate, make populist appeals, but nothing can justify the refusal to vote for a law that recognizes Russia as an aggressor”, – said Secretary of the NSDC.

For the sake of making law in Parliament came even the President of Petro Poroshenko. The head of state held a meeting of BPP fraction.

According to the law, the leadership of the Armed forces of Ukraine and other groups in the Donbas carries out joint operations staff of the Armed forces of Ukraine.

They can be used to repel Russian military aggression in the Donetsk and Lugansk SBU, the foreign intelligence Service of Ukraine, State service of special communication and information protection of Ukraine, the national guard of Ukraine, State border service, the Office of state security, Ministry of internal Affairs of Ukraine, Netpolice.

What threatens a project like this?

“If you look at the agreement, you can see: there are things that are already made that you want to perform and who to perform dangerous. A deadline for each part of the partially expired, partly half, and partly in the future. Now what do we do? The problems that have already responded yesterday, again put on the agenda. For example, amendments to the Constitution. But all over the world understand that these things are unacceptable, can not a group of people or region will dictate to all sovereign. There are many things which are thus legitimized,” – says the draft law on the reintegration of former representative of Ukraine at the talks in Minsk Roman Bezsmertny.

In his opinion, it is not the law of reintegration, is a set of rules that do not respond to most existing issues.

Opponents of the project point out that it is not shown, the chronological framework of the development of the situation, do not have a date the beginning of the Russian occupation.

It also says nothing about the annexation of Crimea.
