The PACE will adopt a resolution regarding the Ukrainian law on 12 October

The document stresses that the approach of the Ukrainian authorities does not contribute to the principle of “life together.”

The parliamentary Assembly of the Council of Europe (PACE) on Tuesday, October 10, was adopted by the basic draft resolution entitled “New Ukrainian law on education: the great barrier to education of national minorities in their native language.”

This was stated by first Deputy head of the Ukrainian delegation to PACE, MP from the Opposition bloc, Yulia Levochkina, the press service of the party.

According to her, during the discussion at the meeting of the Committee on culture, science, education and media of the European colleagues have made the hard amendment, which was supported by an absolute majority of votes.

“In particular, we have repeatedly heard the criticism, because only under pressure from the international community the Ukrainian government gave a separate article of the law On education for examination to the Venice Commission. Normal European practice is to consult and receive expert conclusion of the Commission before, not after making закона2, – said Liovochkin.

“The draft resolution States that the new law on education provides for a significant reduction in the amount previously fixed the rights of national minorities to education in their native language. The Assembly stresses that this approach does not contribute to the principle of “living together”, – the politician noted.

Also, the Assembly recommends that the Ukrainian authorities to “reconsider the issue of education in minority languages, and emphasizes that there should not be discrimination against individuals who belong to indigenous peoples and national minorities”.

Moreover, Levochkin noticed that the Assembly believes that a 3-year transition period provided for in the law, too short, and proposes to review the timing of education reform.

“Today-tomorrow all members of the Assembly can submit amendments to the basic resolution. And on Thursday, the Assembly will consider this issue in plenary and adopt a resolution,” summed up Yulia liovochkina.

We will remind, on September 5 the Verkhovna Rada adopted the law, which begins the education reform in Ukraine. This document, in particular, specifies that the language of the educational process in educational institutions is the only state language. The languages of national minorities, including Russian, will be studied only till the fifth grade, but in 2020 this rule will not be education in Ukraine will be Ukrainian as a whole.

The Minister of foreign Affairs of Hungary Peter Siyyarto appealed to the UN high Commissioner for human rights to conduct an investigation because of the Ukrainian law on education.
