Ukrainian authorities are preparing a new law for the Donbas.

In the third year of the war in Donbas, the Ukrainian authorities have considered the fact that it can no longer be called anti-terrorist operation.

The President’s initiative

On 14 June President of Ukraine Petro Poroshenko said that on his behalf is the development of the draft law on the reintegration of Donbass, which will include a number of measures for the return of the occupied territories of Ukraine. The day before, on June 13, Secretary of the NSDC of Ukraine Oleksandr Turchynov said that Ukraine needs to complete anti-terrorist operation and to move to a new format to protect the country from the hybrid war with Russia that “will only strengthen the Foundation of the Minsk agreements, since their implementation is impossible without solving issues of security and without the liberation of the occupied Ukrainian territory.”

The Deputy head of the faction “popular front” Andrew Teteruk explained that this bill provides for the extension of the possibility of using the Armed forces of Ukraine in the Donbas: “it Will be built is the operative headquarters of anti-terrorist operation the operational headquarters, which will include all of our military units that we can use and will be integrated civil-military administration”.

The new bill, which should change the format of the antiterrorist operation, provides the operational staff with a broad mandate and the recognition of certain regions of Donbass occupied territories, the article says “Mirror of week”.

The bill on the reintegration of occupied territories of Donbass does not allow holding any elections until the de-occupation of territories, said MP of the faction Block Petro Poroshenko Alexey Goncharenko.

“The adoption of this law actually puts the point in holding any elections until the de-occupation of this territory,” he said.

According to the MP, the bill specifies that certain areas of the Donetsk and Lugansk regions are occupied by the Russian Federation and introduced a special legal regime. The bill prescribes how these areas will be the work of state institutions, coordination of the armed forces of Ukraine, law enforcement agencies, military and civilian administrations.

The MP stressed that the bill proposes to introduce a “legal regime that is not anti-terrorist operation and not a war situation”.

Answering the question of whether to take the Verkhovna Rada at that session the bill and when it will be tabled in Parliament, the MP said that the bill would be submitted before the next plenary week, which begins on July 11.

Where impose martial law

The Russian Kommersant newspaper citing its own sources in the Ukrainian President’s Administration writes that the final decision on what areas will be introduced martial law is still pending. But, most likely, the list will include such cities as Mariupol, Kramatorsk, Slavyansk, Avdiivka and Marinka.
