Law enforcement officers stop drivers on avtonomera and record their data

The Ombudsman requires that law enforcement officers do not create the database.

Parliament Commissioner for human rights Valeria Lutkovska appealed to the Ministry of internal Affairs and the National police to stop the collection of information the owners of cars with foreign registration. The corresponding letter is directed addressed to the Minister of internal Affairs Arsen Avakov.

As noted, the office Lutkovska was established that the police are compiling lists of owners of cars with foreign registration. In particular, when stopping cars on avtonomera law enforcement officers require owners to report the place of residence, mobile number and date of entry to Ukraine.

“The presence of a vehicle license plate of a foreign state is not and cannot be an independent reason to stop,” – said the Ombudsman.

According to Lutkovska, these requirements are patrol cars on avtonomera not included in the powers of the police and not comply with the legislation on protection of personal data.

The Commissioner for human rights also considers that collecting information on citizens crossing the border are entitled only to the border guards.

“Illegal collection of national police authorities with information about the owners (drivers) of vehicles with foreign registration is to be terminated, and the information collected is destroyed”, – said Lutkovska.
