Корреспондент.net collected information on the future us Ambassador in Kiev.

The daughter of Russian immigrants

Marie Yovanovitch was born in Canada to a family of immigrants from Russia, and then with his parents moved to the United States.

There she graduated from the prestigious Princeton University and the Pushkin Institute – new Ukrainian Ambassador speaks Russian and French and Kyrgyz. After graduation, Jovanovic worked in new York in the advertising business.

In 1980, Jovanovic received his bachelor’s degree in history in 2001, a master’s degree at the National war College.

In 1986 he entered the diplomatic service.

Served in Somalia, the UK, Russia, Canada, Ukraine, Armenia and Kyrgyzstan.

In may 1998, went on increasing, and became Deputy Director of the Department of Russia of the state Department

The first visit to Ukraine

In Ukraine, Marie Yovanovitch worked for about three years, from August 2001 to June 2004.

She has served as Deputy U.S. Ambassador and chargé d’affaires of the USA in Ukraine.

Jovanovic remembered that in 2002, she first raised the issue of violation by Ukraine of sanctions against Iran in connection with the sale of Saddam Hussein’s party radar systems “Kolchuga”.

She also actively promoted the “Melnichenko tapes” and even mildly threatened that the Ukrainian-American because of this can significantly cool down.

Later, the information about the sale of radar complex “Kolchuga” to Iraq was recognized as untrue. But an apology is not forthcoming.

After Ukraine Marie Yovanovitch worked for several years in the United States. She was appointed senior adviser to the U.S. Deputy Secretary of state for political Affairs.

Work in Kyrgyzstan

Jovanovic was appointed Ambassador in Kyrgyzstan in 2005 after the “Tulip” revolution.

In 2006, invited Kyrgyzstan to join the program of the world Bank and International monetary Fund Heavily Indebted Poor Countries (HIPC, or hipec).

As she argued at the time, Prime Minister Felix Kulov, it would help the Republic to pay a portion of the external public debt, but in fact the Republic fell under the control of external donors.

This caused a strong reaction in society, opposed not only the opposition but also representatives of the authorities. As a result members of the government voted against joining the HIPC.

Also during the work of Jovanovic in Kyrgyzstan is exacerbated by the confrontation between the American air base of a name of Peter Ganci.

Kyrgyz authorities periodically require a significant increase in the rent of the airbase, located on the territory of Bishkek airport “Manas”.

And after 6 December 2006, when an American soldier Zachary Hatfield shot the Kirghiz driver Alexander Ivanov, the official Bishkek even raised the question of the fate of the air base. After lengthy diplomatic negotiations, the scandal was smoothed out, and left the airbase in “Manas”.

In December 2006, U.S. soldiers stationed at the base name, Ganci at the airport “Manas”, shot Kyrgyz citizen Alexander Ivanov. Hatfield, despite the demands of the Kyrgyz side, was secretly smuggled into the US.

In Kyrgyzstan have begun to demand the lifting of diplomatic immunity of American troops, has also been proposed to withdraw air base from Kyrgyz territory.

Armenian period

From 2008 to 2011, Marie Yovanovitch was Ambassador of USA in Armenia. There she was faced with the territorial conflict in Nagorno-Karabakh.

“The Nagorno-Karabakh conflict must be resolved only through negotiations. You need to move forward on a political solution through negotiations that will lead to a proper and lasting peace”, – commented the Ambassador of the conflict.

Since 2012 Marie L. Yovanovitch was appointed as chief Deputy assistant Secretary in the Bureau for European and Asian Affairs.

Why goes to Ukraine

Jovanovic have extensive experience in the former Soviet Union.

In her new position, she will replace Jeffrey Payette, who will head the diplomatic mission in Greece.

Payette was replaced due to the rotation — he served as Ambassador to Ukraine for three years, like all its predecessors.

“Payette was one of their best ambassadors of the USA in Ukraine. He was open, sociable, participated in the launch of the new police. Although dared to criticize the GPU, which was considered unacceptable for the Ambassador. Poroshenko complained on Payette Vice-President Joe Biden last fall, for which he allegedly promised to withdraw” – the expert believes Oleg Kravchenko.
