Special budget subsidy to agriculture began to be paid for the first time in 2017

The deputies of the factions of the BPP and Self-help appeal to the Verkhovna Rada Committee on the budget to repeal the amendment limiting the amount of special budget subsidies for agricultural producers in one hand. This became known from the table of amendments to the draft state budget for 2017, which is available to the Economic truth.

Thus, in accordance with the applicable provisions of the Law “On state support of agriculture” from 1 January 2018 and shall enter into force a restriction that does not allow the agricultural groups of related companies to more than 150 million UAH of subsidies per year. In January-July 2017 the largest amount of subsidies received only two of the agricultural holding MHP Yuriy Kosyuk and Oklanderlig Oleg Bakhmatyuk (UAH 942 million and 236 million UAH, respectively).

Parliamentarians asking for an increase, provided the amount of subsidies under the program from 2 to 4.5 billion UAH, that is at the level of 2017. At the same time, the MPs propose to reduce by the same amount the program of subsidies for construction of livestock farms.

Relevant issues on October 18 was discussed at the meeting of the Committee on budget issues. MP Vladyslav Golub, announced an initiative to abolish the limit of UAH 150 million in one hand. Upon review, the Committee decided to establish a working group tasked to study the matter.

The draft budget for the year 2018, the Finance Ministry has proposed to halve the amount of financing under the program in connection with the entry into force of the limitations on granting a 150 million UAH for a group of related companies.

Recall that a special budget subsidy to agriculture began to be paid for the first time in 2017. It was introduced in late 2016 and provides for subsidies in proportion to the amount of the paid VAT into the budget.

Earlier, Prime Minister Vladimir Groisman said that the program of support of Ukrainian farmers in the draft state budget-2018 lays at least a billion.
