Parliament has set a 70% quota on television for broadcasts of Western production

The Verkhovna Rada of Ukraine (VRU) has set a 70 percent quota of airtime for transmissions manufactured in Europe, USA and Canada. For the corresponding bill №2766 “On amendments to the law of Ukraine “On television and radio broadcasting” (regarding the definition of transmission European production)” in the second reading and in General voted 229 deputies.

Under this bill, the licensees (except satellite broadcasting) in the intervals between 07.00 and 23.00 must comply with such proportions between the Ukrainian and foreign programs:

– transfer of European production, as well as USA and Canada must be at least 70% of the total weekly volume of broadcasting, including not less than 50% of the total volume of the weekly broadcasting – the transmission of Ukrainian production;

– in radio programs, musical works of Ukrainian authors and performers should constitute no less than 50% of the total volume of weekly broadcasting.

Thus, the transfer of European production is to transfer created by one or several legal entities – residents of countries that have ratified the European Convention on transfrontier broadcasting.

“The transmission of European manufacture, except in cases determined by this paragraph shall also include the transfer, made by order of legal entities-residents of countries that have ratified the European Convention on transfrontier broadcasting, provided that the direct producer of such transfer are also persons resident in such countries”, – the document says.

At the same time, if transfer is made by order or with the participation of one or several legal entities — residents of the country, recognized by the Verkhovna Rada as an aggressor state and/or government-occupier, this transfer can not be considered a transfer of European or Ukrainian origin.

Recall, 24 November 2015 Council adopted this draft law in first reading as a basis.
