Allowed to appoint the attorney General of a person without a legal education

The deputies approved the reform of the Prosecutor General.

The Verkhovna Rada adopted the reform of the Prosecutor General, allowing for the appointment of the head of Department of a person without a legal education.

The bill as a basis and generally supported by 258 MPs.

In accordance with the adopted bill, a candidate for attorney General must have a University degree, not necessarily legal, and work experience in law or legislation and/or law enforcement on not less than five years, speak the state language, to have high moral, business, professional qualities and organizational skills.

The act also amends the procedure of conviction. Special (private) pre-trial investigation and trial, according to the law, will apply to persons who are in interstate or international search or more than 6 months hiding from the investigation authorities or the court for the purpose of evasion from criminal liability and/or for which there is actual evidence that they are outside of Ukraine in the temporarily occupied territories or in the ATO area. This rule is enshrined in the legislation by 1 April 2017.
