The security service of Ukraine is updated and reformed with the support of foreign partners, European security structures, international democratic institutions and civil society. This was stated by the Chairman of SBU Vasily Gritsak, presenting the prospects of reforming the Department to the participants of the VIII international conference “Protection of democratic values and respect for human rights in the activities of intelligence agencies”, which takes place in the Lviv national University. The event is held under the patronage of the President of Ukraine and on the initiative of the SBU. In the conference participate: the leadership of the SBU, representatives of the National Institute for strategic studies under the President of Ukraine, Razumkov Center, NATO liaison Office, the Center for information and documentation of NATO in Ukraine, the Geneva centre for the democratic control of armed forces, representatives of institutions of the security sector of Ukraine, non-governmental organizations , scientists, experts, and also teachers and students of Lviv University.

In the welcome letter of the President of Ukraine Petro Poroshenko to the participants of the conference emphasized the importance of meaningful dialogue of the companies with special services in Ukraine, which has become the norm. “The problem of the transformation of security bodies, as well as the optimal balance between respect for human rights and the security of the state require ongoing discussion and search of decisions on the part of intelligence agencies and from the public,” – said in a congratulatory letter.

Rector of the Lviv national University Mr Miller drew attention to the importance of attracting students to the debate about the future of the Service: “Democracy and freedom is not an abstract idea, this dimension of collective life of our University in generations,” he said. In his opinion, the scientific environment, the young generation, civil society and the security Service must act as a team for the future of Ukraine.

According to Deputy Director of the Geneva centre for the democratic control of armed forces, Philip Fluri, it is important that the dialogue about the role of the security service in a democratic society is not in a narrow circle, and with the participation of taxpayers and voters. “We believe that the time will come when you will finally get rid of the Soviet heritage and Ukraine with the support of Western partners will achieve success in the implementation of reforms,” he said.

Natalia Nemylivska, Director of the Center for information and documentation of NATO in Ukraine, noted the unprecedented transparency of Service, a broad dialogue with society and willingness to communicate with foreign partners.

Deputy Director of the NATO liaison Office in Ukraine, Anne-Christine Bergene called for strengthening the role of independent oversight bodies in security sector. “A constructive partnership with the society should be aimed at achieving common goals,” she said.

The head of the SBU Basil Gritsak thanked for expert assistance and have had colleagues from the European Union, the countries-members of NATO in difficult times of confrontation between armed Russian aggression. “The SBU should quickly reform itself into an effective military intelligence Agency. We have kept the flag, saved the honor, dignity, loyalty oath, raised the morale of our officers. We do not allow the enemy to create a zone of instability in the peaceful regions of the country, from scratch formed units of drone aircraft, special operations “, – he stressed.

International partners perceive today the Ukrainian intelligence service not only as a recipient of international assistance, but also as a special service, which has acquired unique experience in countering hybrid warfare.

Hrytsak said that the Service is able to resist the manifestations of separatism in different regions of the state, illicit arms trafficking, the attacks of the enemy in the information war, which the aggressor is waging against Ukraine. Strong continues cleaning of own ranks from traitors and corrupt officials.

“It is obvious that the plans of the aggressor go far beyond Ukraine’s borders. We must be ready to fight back. Therefore, during the reform and renewal cannot be allowed to reduce the effectiveness of the Service. Combining experience and vision of the operational situation, all need to develop an authentic model of the Ukrainian security services. No doubt that it must be a European, built on the principles of democracy, rule of law,” – said the head of the Service.

The growth of trust in Service on the part of society contributes to the continuous Frank dialogue with activists, volunteers, public figures, representatives of religious communities, concerned citizens. In the development of public control over the activities of Public Service actively participates in the Council on updates of the security Service of Ukraine.

SBU Chairman highly appreciated the cooperation within the International Advisory group on reform of the security service of Ukraine, which is the draft concept of reforming the security Service of Ukraine. The document lays a solid Foundation for lasting international partnerships in countering those who are trying to destroy the global security architecture.

“The purpose of the changes that take place in the future will be held in the security Service of Ukraine is strengthening its ability to withstand the current external and internal threats to national security, an increase in contribution to European and global security, specification of the functions and powers, strengthening democratic and civil control, restore, step by step, a normal security situation throughout the state, regardless of region”, – said Hrytsak.

Hrytsak also told reporters that considers lawful the decision not to allow the mission of the Subcommittee of the United Nations for the prevention of torture in management of SBU in Mariupol and Kramatorsk.
