Нормандский формат и Турция. Как решить Керченский кризис

Turkish President Recep Tayyip Erdogan said the possibility of mediation in the Kerch conflict. In Russia said that there was no broker they do not need.

Captured Ukrainian sailors remain in Russian prisons. Ukraine accuses Russia of aggression in the Azov and the Black sea, Russia – Ukrainian provocation in the Kerch Strait.

As of this situation the parties are going to go, understood the Correspondent.net.

Normandy format

On 1 December, German Chancellor Angela Merkel and Russian President Vladimir Putin agreed to hold further talks on the situation in the Kerch Strait at the level of advisers between Ukraine, Russia, France and Germany.

Ukraine is ready for the meeting in Normandy format at the level of political advisers to de-escalate the situation after the Russian aggression in the Black sea, said the President of Ukraine Petro Poroshenko.

“This proposal was previously agreed with me as the President of Ukraine during a telephone conversation with Chancellor of Germany, and we will definitely take part in the meeting of the Normandy format at the level of political counselors, which we put an urgent question – the requirement to Russia to bring our military ships access to the Strait of Kerch”, – said Poroshenko.

He stressed that the meeting is not in itself a positive result in this case.

“The meeting is only a tool, not a result. We demand (Russia) – stop violate international law, because everything that happened is a gross violation of international law and could have further consequences,” – said Poroshenko.

The President added that Russia “must withdraw its troops stationed in the Russian-Ukrainian border, to remove from the sea of Azov large number of military ships.”

Turkey

Turkish President Recep Tayyip Erdogan said that he discussed with Russian President Vladimir Putin the possibility of the mediating role of Ankara in resolving the incident in the Black sea. In addition to Mr. Putin, he discussed this issue with the presidents of Ukraine and the USA Petro Poroshenko and Donald trump.

“Moscow is grateful to all who are willing to contribute to de-escalation of tension provoked by the Ukrainian side, but sees no need for any mediation efforts, and I wish you and having this opportunity can help, having an impact on the official Kiev”, – commented on the proposal of Erdogan, press Secretary of the President Dmitry Peskov.

“Turkey is trying to prove himself on the international stage. When it comes to her own prestige. But there’s nothing she could do in this case. Turkey needs to stay realistic in relation to its foreign policy,” said Kerim has, a Turkish political scientist and expert of Russian Council on international Affairs, said in a conversation with DW.

According to Salt Ozel, an expert on international relations, Turkey is trying to create the impression in the international arena, which she said has weight. Ozel said in an interview with DW, that, on the one hand, Erdogan supports a dialogue with Russia, and with another – invites Ukrainian President to Ankara.

Erdogan pursues certain political goals: he is trying to show the Turkish society of the importance of the country, says ozel. The analyst, however, believes that the President attempted to play the role of negotiator in Ukrainian crisis will remain unsuccessful.

To Close The Bosphorus

Ukraine appealed to Erdogan about the closure for passage of Russian ships of the Straits of Bosporus and Dardanelles between the Black and Mediterranean seas through the open aggression and that Russia’s seizure of Ukrainian ships and sailors in the Azov sea.

However, under international law, today, Ankara has no formal reasons to stop to let Russian ships through the Strait. According to an international expert Andrew Karakusa, officially, Russia did not declare war on Ukraine, thereby not providing any grounds for such actions by the Turkish authorities.

“I don’t think this is a very good idea, especially given the fact that it is virtually impossible to implement. Strange, when such statements are heard from the lips of people who should be familiar with the provisions of the Montreux Convention. It is unrealistic because Turkey will not do” – says military expert Alexei Miller.

Actually this decision of Ankara was possible in 2015, when bilateral relations between Turkey and Russia escalated due to a downed Turkish fighter jet Russian su-24 in Syria. But even in this case, such a scenario was not involved.

Treaties with Russia

In such a situation, Ukraine continues to break numerous treaties with Russia and demands from international partners introduction against Moscow of new sanctions.

Foreign Minister of Ukraine Pavlo Klimkin said that in recent time, the Ukrainian side has suspended the 48 agreements with Russian Federation, and in the near future their number may increase by another 40 documents.

President Petro Poroshenko submitted to the Verkhovna Rada a draft law on the termination of the Agreement on friendship, cooperation and partnership between Ukraine and the Russian Federation.

The essence of the document lies in the completion of internal procedures necessary for the termination of the agreement with Russia.

“Cease from 1 April 2019, the Treaty on friendship, cooperation and partnership between Ukraine and the Russian Federation”, – stated in the text of the bill.

It also indicates that termination of the contract frees Ukraine from the obligation of its execution and does not affect the rights of Ukraine.
