The establishment of an independent GTS operator will help European experts

The representatives of the five European operators will help Ukraine to create an independent operator GTS.

Naftogaz was involved in the preparations unbundling (Department) of the Ukrainian GTS and establishment of independent operator experts from European energy companies. On Wednesday, April 3, reported the press service of the company.

Unbundling is the separation activities natural gas transportation (Operator of the GTS) from the extraction and delivery of natural gas and electrical energy.

It is noted that an agreement was signed to establish a joint working group with five leading European operators interested in supporting the process of unbundling and further participation in the management of the Ukrainian gas transportation system.

In particular, the working group includes GRTgaz S. A. (France), N. V. Nederlandse Gasunie (the Netherlands), Snam S. p.A. (Italy), Eustream a.s. (Slovakia) and Fluxys S. A. (Belgium).

“The aim of cooperation is to help the Ukrainian side to create an independent operator GTS in accordance with European law, then European partners will be able to join the control of the operator GTS”, – stated in a press release.

At this stage, experts of the European operators will assist with the creation of an independent Ukrainian operator of GTS and applying for the certification of Ukrainian regulator, the national Commission and the Secretariat of the Energy community, and will participate in the development of the plan of modernization of the GTS to ensure its technical reliability and efficiency.

European operators will also provide consulting support during the joint meetings of the Board and of the Committee on unbundling of the Supervisory Board of Naftogaz. Further cooperation between the operators of the CTA and MSU will be discussed separately.

As reported, the selection of an independent operator of gas transportation system is planned from 1 January 2020. Naftogaz plans to hold unbundling on the ISO model (Independent System Operator), which provides protection of interests of Ukraine in the framework of the arbitration against Gazprom for $12 billion ISO in contrast to the model of OU (Ownership unbundling) does not require the privatization of Ukraine’s GTS.

Earlier it was reported that in the United States concerned about the changes in Naftogaz.

We will remind, the decree of the Cabinet Some issues of joint stock company national joint stock company Naftogaz of Ukraine was adopted on March 6 and entered into force on March 20. In particular the regulation changes the form of ownership and name of Neftogaz.
