The Ministers of economy and Finance of the EU countries during meetings in Brussels updated the “black list” of countries that violate international standards of taxation, which in relation to them applies a particular trade and fiscal regimes. So, in the “black list” of the EU consisted of 15 countries – American Samoa, Barbados, GUAM, Marshall Islands, Samoa, Trinidad and Tobago, UAE, Us virgin Islands, Aruba, Belize, Bermuda, Fiji, Oman, Vanuatu and Dominica.

Another 34 countries are in the so-called “gray list” of the EU and subject to enhanced monitoring on compliance with international standards in the field of taxation.

At the same time, the EU announced its intention to expand the criteria of transparency regarding compliance with competition norms and law in the field of taxation and to include in the next monitoring countries such as Russia, Mexico and Argentina.

“Monitoring will be supplemented by more thorough requirements in the area of transparency, and the three countries that are part of the “Big twenty” Russia, Mexico and Argentina – will be added to the list for subsequent monitoring”, – stated in the message.

Last year, the European Commission assessed the 92 countries on the basis of three main criteria – transparency of the taxation system of governance and real economic activity. Another indicator for the inspections is the presence in countries of a zero level of corporate taxation.

As noted in the document, 60 countries have implemented measures to account for the observations of the European Commission, which allowed the practice to cancel over 100 “harmful” tax regimes.

We will remind, in January 2018, the EU has removed eight countries from the list of offshore. Then in Brussels noted that he had taken such a step in connection with an expert assessment of commitments at the highest political level, is taken by these jurisdictions to address these shortcomings of the EU.
