Ukraine may lose 15% of Apple exports from the EU Directive

In the European Union since September launched the Directive, which prohibits the supply from third countries because of a number of parasites.

European suppliers September 1 and refuse to buy vegetables and fruits from Ukraine and other countries outside the EU. According to the Ukrainian fruit and vegetable Association, it is connected with the entry into force of the EU Directive 2019/523.

“Confirmation that the Ukrainian apples and tomatoes from September 1 will not be sent to the EU, came to us from a number of exporters and producers”, – stated in the message.

This Directive adopted on 21 March 2019. It provides additional protection for the EU against harmful quarantine organisms and the supply of apples, pears, tomatoes, eggplant, peppers, and other types of products.

“Under the Directive, from 1 September 2019, all countries outside the European Union are obliged to officially declare that they have no cases of detection of such quarantine organisms: Enarmonia prunivora Walsh, Grapholita inopinata Heinrich, Rhagoletis pomonella (Walsch), Guignardia piricola (Nosa) Yamamoto, Tachypterellus quadrigibbus Say, Neoleucinodes elegantalis (Guenée) and Tephritidae (non-European)”, – explained in the Association.

It is noted that in Ukraine before there were no detections of these organisms, therefore, the competent authority – the state foods and consumer service – have already officially invited the Commission to take a decision on unhindered import of these goods. However, the official response has not been received and, therefore, the supply of these goods is that it is impossible.

Meanwhile, Ukrainian manufacturers are trying to solve this problem. Manufacturers expect will be able to unlock export to mid-September, as had been previously faced with a similar problem.

If the delivery will not be unlocked, the hypothetical loss of our Apple producers in the new season may be about 4-5 million dollars or about 15% of total export earnings, estimated in the Association.

The Ministry of agrarian policy and food of Ukraine later stated that the import is banned by the EU Directive of vegetables and fruits will soon be resolved.

The Ministry reported that the decision has not been made, however, ongoing consultations with the European Commission “suggests that the decision can be made soon”.

It is expected that after consideration of the application by the state foods and consumer service of the EC will include Ukraine into the list of countries allowed to export fruit and vegetables without additional non-tariff barriers

Note, for the first half of 2019, Ukraine exported goods in the EU at nearly 10.3 billion dollars, that is 5% higher than the same period last year.
