MPs bill, which is also called “deokkupatsii of Donbass”, were to consider the whole working day and to vote on 16 January. People’s deputies did not have time to review all edits and moved the consideration at the January 17.

Chairman of the Verkhovna Rada Andrei Parubiy did not rule out that the vote may take place only on January 18.

Under the Rada harness tires and the flag of the Russian Federation

Under the Verkhovna Rada the participants of the action Stop the revenge had burned the tires. The protesters are demanding that President Petro Poroshenko and MPs to make decisions that are “clearly indicates the integrated policies for the de-occupation of Ukraine and will stop the revenge of oligarchic colonial system.”

Among the protesters are also veterans of fighting in the East of Ukraine, including the soldiers of the inner case of the battalion Donbass.

Under the Parliament pulled down nearly four thousand militiamen. Between protesters and police clashed. The protesters set fire to tires and burned a Russian flag.

When the police tried to extinguish tires in the direction of law enforcement officers began throwing paving stones, tires and other debris, he told police. The protesters also used tear gas.

“As a result of the incident injured one law enforcement. In addition, the disturbance of the public order police delivered one participant,” the police said.

As reported by the Red Cross, they asked 20 people affected by tear gas. They washed the eyes of the thermal water. Transfer them to the paramedics was not necessary.


The essence of the bill on the reintegration of Donbass

The draft law “On creating the necessary conditions for peaceful settlement of the situation in certain districts of Donetsk and Lugansk regions”, also known as the law on the reintegration of Donbass, October 6 the first reading was adopted by the Verkhovna Rada.

Then began the preparation of amendments to the bill. In early November it became known that the law may be made to the paragraph on the rupture of diplomatic relations with Russia.

“I remind you that the draft law expressly recognizes Russia as an aggressor, imposes on the legislative level the concept of “Russian occupation authorities and Russian occupying forces,” – said on January 15 at a meeting of the conciliation Board PPB faction leader Arthur Gerasimov.

The second reading was submitted amendments 673, 374 of them have been rejected. The second reading of the bill was deleted references to the Minsk agreements.

However, in the text of the bill made mention of Crimea as “occupied territory”, and the date of the beginning of the occupation called on 20 February 2014.

“Law by the President filed for a specific purpose – to liberate the temporarily occupied territory of Donbass with the use of the APU. But politically, we can’t forget about the Crimea and Sevastopol, so they are added to each paragraph”, – govorit the head of the parliamentary Committee on national security Sergey Pashinsky.

Then, the participants Committee also approved the final title of the bill “On peculiarities of state policy on ensuring state sovereignty of Ukraine in the temporarily occupied territories of Donetsk and Lugansk region”.


Disputes over edits

During consideration of the draft law on de-occupation in second reading was a lot of criticism about the Minsk agreements.

In response, first Deputy Chairman of the Verkhovna Rada Iryna Gerashchenko noted that “one may find fault with the Minsk agreement”, but thanks to him, as noted by the MP, took place the release of prisoners 27 Dec, attached to them the sanctions against Russia and they helped to strengthen the Ukrainian army.

Parubiy suggested that some of the deputies hope to delay the consideration of the bill to a vote taken in a bad day, that is Wednesday, when the votes may not be enough because of the low turnout.

According to him, those are mistaken who hopes for such a development. Parubiy did not rule out that the vote could take place Thursday.

“We will consider the law, all edits, and if we fail to consider today, we will continue to consider tomorrow, will not have time tomorrow, we will consider on Thursday, on Thursday we leave for a vote,” – said paruby.
