The Ukrainian customs will introduce a system of “Single window”

A new electronic data exchange system will earn since August.

Automated electronic data exchange system “Single window” to simplify customs procedures and eliminate opportunities for corruption at customs will be introduced to the Ukrainian customs offices from 1 August, according to a press release of the Ministry of Finance.

It is noted that the new system of customs services provides for the establishment of a unified electronic database that allows different monitoring services and the customs offices to automatically exchange information about the cargo passing through the border. In particular, it provides the implementation with the help of electronic data interchange of all types of control (customs, sanitary-epidemiological, veterinary-sanitary, phytosanitary, ecological, radiological, etc. At the same time for approval of the documents by regulatory authorities for the import of goods will amount to four hours of export 24 hours. Otherwise would apply the principle of “tacit consent”.

Thus, with the launch of the system instead of the seals and stamps of state bodies on paper documents will bear the e-mark in a shared database.

As projected, the establishment of the Single window will simplify customs procedures, reduce the time of their implementation, minimizes the human factor when making decisions by customs and regulatory authorities. This, in turn, will significantly reduce corruption risks and the possibility of abuse of power in relations with subjects of foreign economic activity and will contribute to improving the investment climate in Ukraine.

The Ministry notes that the launch of “Single window” is the next step in the reform of the state fiscal service, customs authorities. So, at the initiative of the Ministry of Finance has already introduced automatic distribution system of customs declarations, signed a number of intergovernmental agreements with international partners on mutual assistance in customs Affairs. Under this policy, the Ministry of Finance has also developed a draft law on the Institute of authorized economic operators, similar to that which operates in the EU.
