USA asks Ukraine to extradite a citizen of Turkmenistan Ernest

Khalilov, who was detained on suspicion in theft during the delivery of humanitarian assistance to Syrian refugees in Turkey. This is stated in court submissions, transmit Ukrainian news.

Khalilov was detained by Ukrainian law-enforcers at the end of October 2018 at the airport Borispol (Kiev region) when boarding the flight Kiev – Istanbul. The reason is that the specified citizen is wanted by Interpol at the request of the United States. In June 2018, the Federal district court for the district of Columbia issued a warrant for the arrest of Khalilov.

As this court order, the citizen Khalilov as a representative of Irish non-governmental organization GOAL collaborated with the U.S. Agency for international development (USAID). American law enforcement authorities suspected him that he was involved in fraud in the procurement for money of USAID food for Syrian refugees in Turkey. In particular, Halilov is imputed to that provided advantages on tenders to certain companies, to give them a financial reward.

According to the indictment in the United States a suspect is brought to trial on 4 counts: bribery against a representative of the program, which receives Federal funds; witness tampering; aiding and abetting the crime.

In Ukraine he was arrested, currently, the Prosecutor’s office under the extradition check.

“Note No. 479 U.S. Embassy appealed to the competent authorities of Ukraine request for extradition Khalilov. However, the Embassy has provided a written guarantee to receive and consider the future of Ukraine request for extradition of someone in the Ukraine, on a reciprocal basis”, – is told in court materials.

Moreover, the United States has asked Ukrainian law enforcement agencies and courts to release from custody Khalilov and not to apply a measure of restraint in the form of collateral.

As reported, the U.S. will allocate another $364 million in humanitarian aid to the Syrians. Only Washington has sent to Syria on humanitarian aid is already 5.9 billion dollars.
