The language conflict between Budapest and Kiev is not resolved after consultation Klimkin and Siarto.

Hungary stavit Ukraine conditions

The Minister of foreign Affairs of Hungary Peter Siarto stated that his country will cease to block the work of the bilateral Commission of the NATO-Ukraine only under condition of observance by Kiev of three conditions.

“About these requirements and know our Ukrainian friends, and our allies in NATO,” he told the publication.

All the conditions of Budapest, which has been listed by the Minister were linked to the situation of the Hungarian minority in Ukraine.

The first condition of Budapest was the extension of the transition period for the introduction of Ukrainian as the sole language of the educational process in schools. Second Szijjártó called the rejection of the dissemination of linguistic norms to private schools.

The third condition of Budapest, as the Minister said, have already been implemented. It was to establish a dialogue with the Ukrainian authorities with the representatives of the Hungarian Diaspora.

“Ukraine must hold consultations with representatives of the Hungarian minority. They began,” the Minister said.

While Szijjártó noted that the assessment of the outcome of the dialogue in the first place should give the Ukrainian Hungarians, the city does not intend to take on this responsibility.

“Even if their agreement will not be identical with previous provisions of the law, it still will satisfy. If only she met the Hungarian minority. I don’t want to be a great Transcarpathians than those who live in Transcarpathia, so I leave the decision for them,” – said the Minister.

He denied the possibility that Hungary uses an ethnic minority in Transcarpathia in their interests by broadcasting them to their own foreign policy position.

“We don’t make decisions in Budapest and always rely on the organizations of the Hungarians abroad”, – he explained.

Way out of the situation with the restriction of education in the languages of ethnic minorities, as suggested by Szijjártó, may be excluded from the provisions of the law made for the languages of countries-members of NATO.

“We understand that you have problems in relations with Russia. Understand that your government and the President want to reduce Russian influence, which is including through Russian-language schools. But I have one question: if we are talking about the Russian language, as in this picture, we were the Hungarians? We want to get away from it. The impression is that Hungary just got under the hand”, – said the foreign Minister of Hungary.

On the issue of Ukrainian law on languages, which soon should appear on the agenda, Szijjártó said that these minority rights may not be reduced.

“There is a fundamental principle from which we proceed: under international law, has already been granted minority rights cannot be reduced. And if a total tolerance of 10 per cent of the Hungarians in the locality or in the area allowed to determine the language of this minority as an official, and the new act will raise this threshold to 33 percent – is, of course, we will protest,” said he.

The foreign Minister of Hungary said that after the implementation of these requirements Budapest will return to the previous policy in Ukraine “per second, even faster.”

 

Concessions Budapest

On June 22 passed the first stage of consultation of Ministers of foreign Affairs and the Ministers of education of Ukraine and Hungary.

On a press-conferences after negotiations in the Lower Solotvyno Szijjártó said that the Hungarian government has no need of Ukraine the unconditional rejection of the current version of the language norms of the education act.

“Today we took the first steps, a lot of work ahead. We tried not to discuss how the law will make more effective the study of the Ukrainian language. We only ask that it does not interfere with the interests of the Hungarian-language minority. This is our only request,” – said the Minister.

Szijjártó also did not require performance key requirements of Hungary, the cancellation or suspension of the seventh article of the education law.

Now Hungary insists only on the implementation of the two key points of the recommendations of the Venice Commission to extend the transitional period of the education law and cancel extending the law to private schools.

“We also expect to have made the recommendation that private schools are not subject to the requirements of this law,” he said.

In turn, Klimkin said that the Ukrainian delegation failed to reach an agreement on the implementation zakonov education in terms of language and the extension of the transition period of implementation of the linguistic norm.

“First, the Hungarian side insisted on the return to what was – in fact to rewrite the seventh article of our new education act. This is “goodbye”, that is, it has already passed. Everyone understands that this law is aimed at helping our communities. Now we’re not talking about the changes in this article (linguistic) and how this law is implemented,” – said the Minister.

According to Klimkin, it needs to increase the transitional period of implementation of the law.

“We need to train teachers to change the methodology… We need exchanges. We’re talking about exchange,” he said.

In addition, the head of the Ukrainian foreign Ministry noted that there is agreement on holding the next round of consultations between the Ministry of education and science of Ukraine and Hungarian community. According to Klimkin, it is scheduled for early July.

 

How started the conflict between Ukraine and Hungary

In Ukraine in September 2017 was adopted new law on education, restricting the education in the languages of national minorities.

According to the law in Ukraine should take place in stages the full translation of the education in the Ukrainian language.

The Russian foreign Ministry after the adoption of the law accused Kyiv of the intention to conduct “a complete Ukrainization of the educational space of the country.” Against the law and spoke several European countries.

Most actively against Ukrainization of education is Budapest in connection with the presence of a large Hungarian Diaspora in the Western regions of Ukraine. In the Carpathians lives about 150 thousand ethnic Hungarians.

Due to language conflicts with the October 2017 Budapest three times blocked the holding of summits Ukraine-NATO.

“Hungary has no other tools but to block an international, European and Euro-Atlantic aspirations of Ukraine”, – said the head of the Hungarian foreign Ministry.
