To save the transit through Ukraine. Why Merkel does not believe

Спасти транзит по Украине. Почему Меркель не верят

Nord stream-2 has “political considerations”, first recognized the German Chancellor, promising to Kiev to save the transit. However, experts say that behind the words Merkel is worthless.

German Chancellor Angela Merkel met Ukrainian President Petro Poroshenko in Berlin on April 10. At the talks discussed the issue of UN peacekeepers in the Donbass, as well as Nord stream-2.

Merkel admitted for the first time that the new Russian gas pipeline to Europe “has political considerations”, stressing Germany’s commitment to the preservation of the transit of gas through Ukraine.

However, experts say that the German Chancellor went to meet Ukraine in name only. Корреспондент.net understand why the issue of implementation of the Nord stream-2 remains open.

Merkel promised Ukraine to keep transit

After a meeting with Poroshenko in Berlin, Merkel said that Ukraine should not lose its role in the transit of gas, even when the Nord stream-2.

Dependence on Russian gas is not going anywhere, however, it is necessary to discuss in detail what will happen with Ukraine, will work when the gas pipeline which will supply gas from Russia to Central and Northern Europe via the Baltic sea, says Merkel.

As for Ukraine it is about the loss of a significant income, and thus, it is a strategic issue. Germany in its support of the project Nord stream-2 is not going to allow the result of its implementation the Russian gas transit through Ukraine is completely stopped.

“I made it very clear that Nord stream-2 is impossible without clarity about the future of transit role of Ukraine. So, as you can see, it is not only an economic issue, there are political considerations,” said the Chancellor at a joint press conference with Poroshenko in Berlin.

Merkel also said that during a telephone conversation with Russian President Vladimir Putin on Monday evening, said to him: “cannot arise so that as a result of Nord stream-2, Ukraine will no longer have value from the point of view of gas transit”.

The problems of Nord stream

Nord stream-2 sharply criticized by the countries of Eastern Europe, the United States and Ukraine. Policies in these countries speak about the negative consequences for Ukraine and for Europe as a whole.

“The pipeline will have a strong impact on the balance of power and security policy in the Baltic region and throughout Europe. It will also increase tensions in the European Union”, pisla, on the eve of the Finnish edition Ilta-Sanomat.

The head of Naftogaz Andrey Kobelev said that after the launch of Nord stream-2, Ukraine will lose $ 3.5 billion or about three percent of GDP.

Germany has already granted Nord stream-2 all building permits in their territorial waters and exclusive economic zone, the project has still to obtain one permit from Finland, as well as permission from Sweden and Denmark.

The consequences of the Nord stream-2

However, in the EU Council is now considering amendments to the gas Directive designed to promote the action of the Third energy package for Nord stream-2.

While the Council, in fact, blocks these changes, however, if they are accepted, Gazprom will be difficult negotiations on the status of the pipeline and conditions of use, which, moreover, is likely to delay the start of construction of the pipe.

Gazprom everyone to negotiate with Ukraine on the transit

Meanwhile, on 11 April, the Russian newspaper Vedomosti learned that Gazprom and Naftogaz proceeded to discuss the terms of the new contract on gas transit to Europe via Ukraine.

According to the newspaper, we are not talking about revising the contract to the end of 2019, and the terms of transit 2020.

In mid-2015, the Chairman of the Board of Gazprom Alexander Medvedev has said that Russia will completely abandon the services of Ukraine “even if the sun will change places with the moon.”

28 February 2018 arbitration of Stockholm chamber of Commerce ruled on the dispute between Gazprom and Naftogaz, ruling that Russian holding company should pay the Ukrainian company 4,63 billion for failure to supply gas transit contract.

Gazprom on the day after a decision of Stockholm has refused to resume gas supplies to Ukraine. And on March 2, Russia declared that begins the process of termination of contracts for the supply of gas and its transit through the territory of Ukraine, and in late March appealed the decision of the arbitration.

Later, however, Russia has recognized that it can not refuse the transit of gas through Ukrainian territory. On 10 April the head of Gazprom Alexei Miller stated that Russia was never going to refuse from Ukrainian pipes. previously wrote in detail why Russia can not do without Ukraine, even with Nord stream-2.

Experts and politicians do not believe Merkel

Deutsche Welle columnist Cristian Trippe believes that Merkel statement about the impossibility of Nord stream-2 without saving transit through Ukraine doesn’t mean that much.

“Someone ever questioned that the transit of gas to Ukraine has a strategic importance? The fact that Ukraine will have to compensate with the point of view of energy policy have long understood, even the most ardent supporters of Nord stream-2. Merkel statement can be interpreted in different ways. Poroshenko uses these words in the election campaign”, – said the expert.

German political scientist Andreas Umland in an interview with Radio Liberty said that Merkel’s statements – this is a new position which is still not voiced that way. However, he noted that he sees the sense in this from a practical point of view, because there is already the first branch of Nord stream, which creates competition for Ukraine.

“There is a certain amount of gas that can be transported from Siberia to the EU. Therefore, if we build Nord stream-2, it automatically means that Ukraine will go less gas. I still do not see any specific resolution of the situation,” said the German expert.

He noted that the project Nord stream-2 will be attended by enterprises which do not expect Pro-Ukrainian position, because at least it’s not political or human rights organization and their goal is earnings.

Member of the Bundestag from the green Party, Claudia müller believes that the statements of Merkel is a sedative for Ukraine.

“If in fact the Chancellor is something I wanted to do, it would impose a veto on the implementation of the project, or would have concluded the contract with Gazprom, stipulating the transportation of gas via the Ukrainian GTS”, – the politician told the German newspaper Bild.
