Georgy Tuka has welcomed the establishment of the Ministry of occupied territories and internally displaced persons

Today no one can clearly articulate the state policy regarding the occupied territories, says Georgy Tuka.

The reporter spoke with George Tokoi, the head of Lugansk regional military-civil administration of the new Ministry of the occupied territories and internally displaced persons.

– How did you react to the information about the creation of the new Agency?

– I’m glad. After all, the Agency On restoration of Donbass, on the basis of which appeared the Ministry, for no obvious reason, don’t work out. Even the room for it there was only a few months after its creation. Although with the head of Agency and head of the new Ministry Vadym Chernysh, we worked closely. In particular, I gave him all the information about the problems of the region.

– What, in your opinion, should be the first steps Agency?

– Now the main task was to lobby the authority and resources to solve problems. Because while the Ministry has neither the financial nor administrative resources. In terms of basic goals, one of them: the restoration of the destroyed during the bombardment of buildings. Especially of houses. Now this issue is left to drift. Nine months I was beating the inhabitants destroyed in Lysychansk nine received compensation for lost housing. And just last week was able to resolve this issue within the resources area. For these purposes needs to be developed state program and funds have been allocated.

– Known volunteers spoke very negatively about his first meeting with representatives of the Ministry. They say the Department does not have plans of work and it is possible that it is going to work only with “their” community.

– I think that my fellow volunteers are simply misinformed. The Ministry only two days, and there is no chair. What could be the plan in time? And he already make ridiculous claims!

Perhaps this reaction of volunteers motivated by a desire to get official portfolios?

– All can be. The volunteer environment is ambiguous. There are people who are really capable of self-sacrifice in the interests of the state. And there are those who make a career out of it. The conflict, moreover, is driving a wedge between volunteers who specialize in helping tasnican, and social activists, who support the civilian population in the occupied territories. Although both directions are necessary, and cannot be opposed to each other.

The problem is that it is not the Ministry “for the anti-terrorist operation” – as seen some. It will deal with the problems of the residents of the contact line. And, I hope, will help to improve the life of citizens of the occupied territories. However, today no one can clearly articulate government policy towards the occupied territories. Then we traded, then not traded. We pay pensions.

– Returning advanced with our soldiers face bureaucratic problems – can’t get the status of a participant ATO, land, benefits. Many of them suffer from post-traumatic syndrome and are in need of psychological rehabilitation. Do you think it may be wise to first help those who fought? For example, in the USA there is a Ministry for war veterans. This Department solves all their problems – from jobs and benefits to health care.

– I’m not sure I need to create another bureaucracy to help the ATO participants. Just need to organize the work of the organs that are responsible for addressing questions and demobilized wounded. And it and the Ministry of social policy and the Ministry of defence and the Ministry of health and the Ministry of justice.
