Кому нужна полицейская миссия ОБСЕ на Донбассе?

The diplomatic game around the Donbass continues.

President Petro Poroshenko said that the Russian side agrees to the placement in the Donbass armed police of the OSCE mission.

Separatists of this prospect have not heard anything and not particularly happy to see her.

Experts doubt that the real entry of the police mission in the ATO area now possible.

That says Poroshenko

The Ukrainian President said that the Russian side agrees on a police OSCE mission in Donbas.

“I am very pleased that this strong position of the Ukrainian side now supported by our partners in the channel format, partners in the U.S. and finally, we see that Russia agrees to this format. I think we should get it”, – said Poroshenko.

The President said that, despite the Herculean efforts of the OSCE monitoring mission, attacks, especially in Avdeevka, Maryinka and in some areas of the Luhansk region continued.

Poroshenko stressed that our troops are only fire in response. “But to fix the OSCE SMM monitors can’t, because they are not armed, they can only fix the fact of firing, but can not always be fixed, what side it was implemented”, – said Poroshenko.

That is why, in his opinion, should be introduced special police new armed mission, which can ensure the safety and protect themselves.

Poroshenko noted that the objectives of the mission will be to ensure the safety, the preparation and conduct of elections and transfer of power to the newly elected representatives of Donbass.

“I think that a political settlement can begin only when the will be provided with safety criteria”, – said the President.

In Russia this information have not commented.

The response of the separatists

The head of the self-proclaimed “Donetsk national Republic” declared that considers possible arrival at the Donbass armed police mission to the OSCE as an intervention.

“If they have a desire to appear armed, I would treat this as an intervention and all Obsession who will be with the weapon, I will shoot to have even the desire arose to come here with a gun,” – said Zakharchenko.

“The monitoring mission has received the mandate to monitor, so no Obcasnik arms will not come here”, he added.

I think in the OSCE

The introduction of the OSCE police mission deployment in Donbas possible only with the permission of all the 57 countries members of the organization, said the Deputy head of the OSCE mission in Ukraine Alexander hug.

“The OSCE mission has a clearly defined mandate, it is just extended for another year and any changes to this mandate must be approved by all member countries, the decision to use civilian unarmed monitoring mission was made by the permanent Council, and any other idea must first be discussed by the members of the mission, 57 countries,” said the Hg.

The Deputy head of the OSCE mission in Ukraine said that would not want to speculate on what may take place before this discussion begins.

What they say in Russia

At a recent direct line with population Vladimir Putin announced the possibility of placing armed forces of the OSCE on the demarcation line and giving them advanced mandate.

“We not long ago had a conversation with Petr Poroshenko, he suggested strengthening the OSCE, including the OSCE personnel were arms on the demarcation line, and to achieve full ceasefire. I think this is the right proposal, we support this”, – said Vladimir Putin.

However, Russian observers believe that the diplomatic part of the game their President and the attempt to put pressure on Europe.

So Putin allegedly shows that open not only for external monitoring, but for external military control. But if the OSCE mission will distribute the guns, then Europe will have to assume full responsibility for the situation in the Donbas.

The Desire Of Ukraine

Placing police mission in the conflict zone in Luhansk and Donetsk oblasts today is impossible, said the head of the International centre for policy studies, diplomat Vasyl Filipchuk.

“None of the international peacekeeping mission in the Donbas cannot be deployed until the violence stopped and both sides appeal to international organizations with a request to enter into line contact international peacekeeping force to maintain peace. And police mission, which says our President, is something from fantasy area” — said the expert.

Political analyst Volodymyr Fesenko believes that while the President of Ukraine only talks about his expectations rather than objective reality.
