The OSCE welcomes the efforts to achieve a truce in the Donbass

The dilution of forces and means will reduce the likelihood of clashes.

The OSCE supports the renewed commitment of the parties to respect the cease-fire from 1 September, said the first Deputy head of the Special monitoring mission (SMM) of the OSCE in Ukraine Alexander hug.

SMM fully supported this commitment is based on the cease-fire from 1 September - ed.) and will continue to monitor compliance with the ceasefire and reflect all reported cases of violations in their reports, available in three languages,” said hug.

He added that the OSCE mission in Ukraine holds regular meetings with the leadership ORDA to discuss issues related to freedom of movement of observers, and violations of the Minsk agreements.

“Mr. Zakharchenko, Mr. Plotnitsky, Ukrainian and Russian side agreed to provide the SMM monitors freedom of movement and to withdraw heavy weapons, signed the relevant documents in Minsk,” added hug.

In his opinion, the main reason for the increasing number of violations of ceasefire and non-compliance with the Minsk agreements is the proximity of the placement of the parties on the line of contact and the presence there of prohibited weapons.

“Failure to comply with Minsk agreements - this is the main reason for the increase in the number of violations of the cease-fire. The parties to the conflict are too close to each other on both sides of the contact line. The same applies to weapons. Heavy weapons still in the safety zone and disappearing from places of permanent storage on both sides,” he said.

Also, the first Deputy head of SMM OSCE stressed the importance of withdrawal of forces and means from the contact line to normalise the situation.

“Breeding of the forces and means to reduce the likelihood of clashes. All parties must reach agreement on the withdrawal of forces and means through dialogue, facilitated by the OSCE mission to normalize the situation,” said hug.
